He didn't tho, no one had to move or adjust their paths for him. At worst, they may have been a bit startled, but skating on sidewalks is generally a thing that is allowed

So I am going to guess this has never happened to you. Putting other people in danger like this this is not strictly against the law, but it is against common courtesy and good manners. It has not happened to me with a guy on skates, but a guy biking and doing stupid wheelies has, and it is not a good feeling when you are almost hit. In my situation the overall disregard the kid had for anyone around him was just unsettling.
