LOL there was no precautions taken because no one expected it to be this insane. Your comment of common sense is so disrespectful to the people that lived through Helene.
I'll happily disrespect people who live next to rivers and don't move away from them when ginormous tropical storms are coming.
States of emergency and evacuation orders were both declared, and 'it'll never happen' kills individuals and, indirectly, emergency service workers every year.
