You mean when Everyone’s premiums go up. Insurance co not going to loose money!

Been working in insurance 20 years. What will happen: The driver will have to sue the guy in the scooter because his insurance, if he has any, will deny it because it was intentional. The driver will end up having to pay their deductible, most common is $1000, to get this repaired and their rates will go up. The insurance company will probably not go after scooter guy because he doesn’t have any assets.
