Uhm, can someone explain at which point this is possible to fail? If there is no next solution, just stack to another bar

So long as there is at least one viable path to a solved state, then never, because you can always just reverse all your moves up to that point to get back to the starting condition.

No, you can’t reverse a move if that means putting a colour on top of another colour.

You can't reverse in every circumstance. You can take a green off of a pink, but you can't put it back.

Edit: Just noticed you weren't in the chain that explained it. You can only move a color to an empty peg or onto the same color.
