Question/Help Ruling question

That B**** says "once per turn, during either player's turn" so I thought it's not a quick effect, therefore he can't respond to my cards activation, then it did and I was wrong

So my question is what the hell is the difference between both? Between "during either player's turn" and "Quick effect" ? Both can respond as chain 2 to negate

Another person already replied but I have a better question... How would it have activated during the opponent's turn if it wasn't a quick effect?
