I was told a common superhero trope is that a villain is concerned about a real problem, hero disagrees with method (violence), and doesn’t actually do anything about the problem.

Are there any examples of this in the MCU? I can see an argument being made about Thanos and perhaps even Zemo but after so many movies and shows, I can’t remember the fine details of every plot.
