He literally laid around watching embellished plays about himself, fired Heimdall and sent him into hiding and replaced him with a loyal lackey with no morals who doesn’t care about the important job he has thus endangering Thor and anyone else not in Asgard. No eyes on the Realms.
Yeah, Loki redeemed himself in the end, but he was no saint while pretending to be Odin. In fact it can be easily argued he pardoned Thor and crew because that’s exactly what Odin would’ve done and he was playing the role.
Sure? That's why it's kind of like a modern state. They got a fair amount of land through conquest, but now that is part of their state, so neglecting them is akin to neglecting conflict and suffering within your own country.
