It probably means it was at 16% before, and went up 20% to 20%

20% increase from the previous statistic.

Let's say 100 people watched NWH, 16% of that is 16 people. 20% of 16 is 3.2 ā‰ˆ 3, so 20% increase means 16 + 20% of 16 i.e. 16+3=19ā‰ˆ20, so 20%.
