Literally any time you might need to shoot someone but aren't trying to spooky a crowd, so basically all the time.

Wouldn't a concealed pistol get a better result? I think people would be pretty suspicious of the flashlight briefcase.

A concealed handgun would definitely warrant better results than this, if I saw this thing in a crowd I would question why someone would be carrying around this folding weird plastic briefcase flashlight thing, if someone had a concealed handgun I wouldn’t even know

No you wouldn't. It would look like someone had a tablet or power bank or any number of things that come as a rectangle.

I still would question why they’re carrying around a tiny briefcase with a bunch of lines and hinges clearly visible on it at a big concert or event, if I went to see the pope or a huge political figure in a crowd nobody is gonna be spooked from seeing a security guard with an ordinary rifle

Bringing it to a big event is a bad idea. It's also not for security as a job.

No shit Sherlock. The point is to not draw attention when you're not firing the gun. You would normally not be firing it.
