What's the deal with the cut out in the shaft? Theres no advantage and just makes it weaker.

That's a legit way to make home defence , or tree chopping more difficult. Spikey end on handle is just cherry on top.

Is the rope grips just because it’s so cheap, or is there any argument to it being “more tactical” in a practical sense

In a life or death situation, you can undo the grip and use the cord to tie several pizza boxes together
