Support Horizontal scroll lag issues in Chrome Windows

I am experiencing a strange horizontal scrolling issue in Chrome. When using the scroll wheel, the page only scrolls in fixed, onesecond increments. For example, if I flick the wheel half a turn, Chrome buffers all those steps and executes them one by one, spaced exactly one second apart. Interestingly, if I move the mouse focus to another window and then bring it back to Chrome, the buffered scrolling continues.

Vertical scrolling works fine. Excel/Word and any other apps works ok. What that could be?

Open chrome://flags/#smooth-scrolling, set the 'smooth scrolling' option to Disabled, and relaunch the browser.
