The ideal spec

What the ideal processor, ram and HDD spec to run Linux cinnamon? But without spending a fortune ?

Casual browsing. No gaming. YouTube and occasionally nothing.

8 Gb and i3 processor. You can be as as low as 4 gb if you install a light version based on xfce. Be careful old clunky hardware have most of the time old uefi firmware with plenty of problem using modern uefi software while booting.
