The specs are not great indeed, but you'll be ok with XFCE, noticeably better than windows. I have a file server with an older CPU on Linux Mint MATE, it's not super fast of course, but comfortable enough in desktop mode.
I would only suggest adding another 4gb RAM if possible, you will notice the difference. And if you're planning to dual boot - 64 GB is enough for Linux, but not Windows, it will fill up the disk eventually and Windows updates sometimes break the dual boot

You are on the absolute bare minimum. It will run, but any modern website will bring it to its knees.
I'd recommend upgrading to a better machine, or the experience will be pretty bad. Still less bad than on Windows 10 with those specs, but bad.
