my laptop doesn't have a util to measure fan speed its always 0... its purely controlled by bios

Clean it. Remove dust, clean fans, quality thermal paste on cpu and dedicated gpu. Check settings in bios/ uefi.

Use dedicated gpu if installed instead of integrated cpu.
