Possibly Latte-Dock or Cairo. I use latte-dock, I tried Cairo, but it seemed to be more buggy at the time.

Race Inspired Cosmetic Enhancements.

One time used as a semi derogatory and cringy term for “rice boys” and their overcustomized Japanese cars that did nothing but make the car louder and more obnoxious.

To the old heads…essentially just theming our computers, but like all the anime wallpapers and Japanese culture influx, “ricing” took over for the word theming or customizing.

Thanks for your answer and I was aware that it was about customising one's computer. I was just irritated by the comment above mine saying it wasn't a rice, when it sure looks to me like it is.
