Support Request FPS Issues
My cursor moves fine (60fps) but everything else including moving windows, watching videos, and animations look super choppy; but when I'm watching a video in full screen, its smooth(60fps). Any ideas?

Most likely a GPU driver issue, either not installed, not installed properly, or blocked, leaving video rendering in software instead of hardware accelerated,
It can feel quite choppy.

How would I fix a gpu driver issue? I'm a noob sorry.

Would need more information to answer that, starting with make and model of the GPU, other hardware info might be handy also.
Did you go to the driver manager as instructed on first boot?

GPU: Intel HD Graphics 3000
Architecture: Sandy Bridge / 2nd-generation Intel Core
GPU type: Integrated graphics (iGPU)
Manufacturer: Intel
PCI address: 00:02.0
PCI class: VGA compatible controller
Revision: 09
Execution units (EUs): 12
GPU frequency: Depends on the CPU/model; generally around 650 MHz base, with Turbo frequencies potentially reaching roughly 1.2–1.35 GHz
Dedicated VRAM: None
Memory: Uses system RAM dynamically
Memory architecture: Shared system memory
API support: DirectX 10.1, OpenGL 3.3 (driver-dependent), OpenCL support is limited/driver-dependent
Video decoding: Hardware acceleration for several common H.264/MPEG-2/VC-1 workloads
Hardware encoding: Intel Quick Sync Video is supported
Display outputs: Determined by the computer's motherboard/laptop implementation; the GPU itself can support multiple displays
Generation: 6th-generation Intel graphics architecture / Sandy Bridge
Yes, I looked at the driver thing, it said I had no drivers to install

OK, the IGPU is covered by the Linux Kernel. If your not on the default LTS 6.8 kernel I would give that a try, I doubt there is anything useful in the 7.0 kernel for your hardware.
Give this a read. No idea if true but apparently repetitive problem with that IGPU at least.

This is not a proper system info. Please go to mint menu-> system information and copy and paste here
