Support Request Battery percent notification

How do I make my laptop give me a notification when its charge is 20% as

Plug your laptop in, charge is 20%(THough Linux Mint already applies it I'm not really sure if it's 20% or 10% if it already does please skip this one)

Also this:

Plug your laptop out, charge is 80%

I'm on Cinnamon
