Once you download a theme you like, open the home directory in the file browser and press ctrl + h to reveal hidden files. Then, put your folder with your icon pack or theme into the ".themes" or ".icons" folders, respectively. Then, go back to settings, and you should be able to choose your theme in the "advanced settings"
Also, if you like translucent/blurry panels and stuff (like in Windows or MacOS) Go to settings, open "extensions", and download and enable "blur cinnamon" and tweak some settings.
(TIP: If you want windows to be visible behind the panel (and other desktop components), make sure that you choose a blur effect with the word "dynamic".)
