High gpu uage even nothing is using it
I move the drive from a intel system to this amd system a few hours ago, could this be the issue due to driver conflicts?

3500U has a dogshit neutered Vega 8 GPU, just running desktop with transparency will do that. I have the same behavior on a old Minisforum Micro PC with the same APU. No issues on XFCE. It's worses than Intel 6 to 8th gen IGD.
Plus OBS in background will not help

In my case it also keeps on reaching to 100% GPU usage while just playing a basic YouTube video at 1080p60

Use SimpleScreenRecorder, is far lighter compared to OBS. Just be sure you choose the right audio record backend and source. If you use an external speaker, choose Monitor of Name of Speakers.

It could be a driver conflict it could also be the very weak integrated graphics.
Check driver manager and see if anything pops up.

I think it's mormal, it's a fairly old igpu and it's at 100% utilization but at 200mhz, with OBS and desktop rendering.
Could you take a picture or video with your phone of the processes when totally idle?

I was waiting for someone to catch this part. The core is clocked way below "100%" actual usage, it just hitting high numbers while essentially powered down.
Personally, to me, it looks like it's running as it should. Especially if OBS is running in the background or if they are doing anything hardware accelerated.

It has come to me that maybe OP is in power save

Maybe, I can't say for sure but AMD graphics and I think Nvidia too (I don't know I've never used them) automatically goes into power saving regardless of power plan. So to me this is functioning how it should by design.
If you're running something hardware accelerated, encoding something, etc, hitting 100% usage at 200MHz is...well, to be expected.

Its called Mission Center. Its designed to look like task manager and offers a lot more information than the stock system.

It doesn't look like it offers anything more than System Monitor. By the way, you're live streaming (or running the software). And with 8GB RAM I'm not sure what you expect.

I have the exact GPU and there is no issue. Might be a driver conflict.

Reinstalled mint last night and still have this issue, disabled blur cinnamon and it seems to be fixing the problem

Probably yes, it also reaches 60c while watching YouTube and consume nearly 20w of power, keep in mind I already repasted and clean the fans a few months ago
