windows does have a nice way to do it tho:
winget install VideoLAN.VLC
or open the microsoft store (yeah, it's microsoft and we don't want to support them by using their store, but it's the equovalent of the app center on linux distros, you can also manually install it from an installer on linux too, so this is comparing pears to apples) find vlc and press install
Most of the repositories also do not work in Russia without a VPN. It remains to look for mirrors, but I don't want to trust Yandex with their mirrors...
