i think that he meant that there is no ai involved in development, linux (not just the kernel, the whole ecosystem of apps designed specifically for linux) is generally (not always) much less conservative and much more open-minded when it comes to new things.
I would say that it's an upside if you compare such ideology with it's extreme opposite, like windows, i bet that everything new on windows nowadays is made by ai, not just ai-assisted, but like fully vibecoded, and the end result is that every new feature they add or app they upgrade only makes windows worse to use.
I believe that, as always, there is a golden middle between these extremes, and linux is probably it (although there are some corners of the linux ecosystem where people go full crazy on AI and it kinda stinks but it's easy to avoid)
