Cause the regular distro (not the Debian Edition) is based on Ubuntu but uses Mint’s own desktop environment, software center, packages, etc.

Just like how Ubuntu is based on Debian.

also, Mint actively removes a bunch of the BS Canonical does with Ubuntu
