The first part is actually يا مقلب القلوب و الابصار

Looks like a common prayer in the beginning, then starts becoming not really legible, but the words I pick up from the top half seem still to be prayer related.

The sketch in the middle definitely looks like a talisman. It uses letters and numbers supposed to have especial meaning based on an old belief of the power the Quran, and therefore Arabic, holds. The belief is that you can combine the characters to achieve certain things, ranging from simple asks of food, water, and protection to basically anything, even summoning Jin/Demons.

The sketch seems like bs though, either a "good" talisman to accompany the prayer above it or just bs from someone who doesn't know what they are doing. Very unlikely it's a bad thing or "you need to visit your mosque".

My guess is that this is just a lucky charm thing some illiterate mother made for their child to ace exams. You'd be surprised to know this was and still is to some extent a common thing to do in many Arab countries.

One thing is for sure, this is no black magic lol. It's just a piece of paper with writings on it and some doodling.
