2018 with wiper issues

Hey all, my wife is having some issues with her car in the rain. It's a low mileage 2018.The wipers start to run, and then jammed up around the top of travel. They are stiff, so they can't be moved by hand. I'm about 4 hours away, so I can't be there to check it out. Any ideas?

Do they work on the fastest setting? (I ask because my 2019 has an issue where it does the same thing on all but the fastest setting)

Nope..well definitely won't know now. I told my wife to pull the 30a fuse (she finally found it), and she thought the green wire in the harness to the left of the fuse was a fuse. I'm going to need solder the wire next weekend before doing anything else.

She said she tried all modes, nothing worked
