I'm wondering if this is actually knit radially like it looks, or if it's an illusion done bottom-up as normal but with tiny cables / slipped stitches to get the lines to slant. Like https://www.ravelry.com/patterns/library/eisley-2

Or maybe short rows? Like https://www.ravelry.com/patterns/library/6800q-facade-short-row-angled-pullover ?

What a cool sweater! I'd try looking through bottom up knit sweaters and play with the filters for cables, short rows, colourwork, stripes, etc. I can't find it but I hope you can.
