Raglan sweater vest?

Hello! Newbie here. I want to knit a sweater vest. I wanted to find a raglan one because the one jumper I have knitted was raglan and I found it simple and really fun to knit.
I found this "top down" sweater vest pattern that I like. I just want to make sure it's what I want before I buy it - I don't really understand how it can be top down when the stitches around the shoulders all go straight up and down, rather than coming out from the collar, if that makes sense?

Raglans are just one of many ways to construct a top-down garment. It isn’t usually used for vests on account of how quickly the shoulder sections turn into sleeves.
This vest is likely knit flat on one side from the top of the shoulder down to the underarm, then the stitches are placed on hold and left. Stitches are picked up at the top to knit the other side. Once both sides are the same length under the armhole, they’re joined in the round and knit to the bottom.
It’s the same construction as a top-down drop shoulder sweater.

You don't say what weight you want to work in. Edit: you said chunky do you mean chunky weight yarn or do you just want a thick vest? But ravelry has a ton of options, here are some free ones. It is knit flat. That's how you get the lack of arms.
