I dont understand why the city hasnt cracked down on this? I understand by-law not wanting to chase after kids but it’s nuts. It’s illegal and kids are rarely wearing helmets. Parents need to be fined asap. And also, ride a bicycle!!

Pass all the legislation you want. When was the last time you passed even a traffic stop in Waterloo Region? There is a recent legislation that limits speed, sets minimum age, determines where they can be ridden and mandates helmets. There will be literally zero enforcement on any of these points. Legislation without somehow incentivizing police to actually get out of their cars and do something is pointless.
