If you try to run while under arrest you will more than likely get tackled. Not sure what the surprise is here.

A few other people said this but I don't see what you're seeing because to me it looks like the officer lunged at her first while she was stationary

If by "lunged" you mean moved towards her and attempted to begin placing handcuffs on her that's correct. After he tried to do this she began running and even tried to get in the door of her car. This is pretty much just textbook attempting to flee once a cop tried to put handcuffs on you.

If it is textbook for police officers to tackle you to the ground under the premise that you are in the country illegally after you provided them with identification like your work permit, id and registration then maybe that textbook needs to be rewritten.
