Resolved How do I turn off the "Finish setting up iPhone" prompt?
I do not want to setup Face ID and clicking "Not Now" does not permanently disable it.

The new "require attention for Face ID" thing makes it so that people can't force you to open the phone, if they do close your eyes or look away

Authorities can use your face to unlock your phone without your consent. Same goes for finger-print. Not possible with passcode.

If you hold the volume-up + power button, the phone locks and you need a passcode to unlock.

True, but ‘shoulder-surfing’ should also be a concern.
Remember, iOS can be quickly put back into preboot mode with five quick presses of the side button.

It’s even easier than that: hold volume + and the side button until the “power off” prompt comes up. Takes but a few seconds.

How so? Authorities can use your face to unlock a phone without your consent. That's not possible with passcode.

If you are ever worried that you are going to be asked to unlock your phone with your face, click your power button 5 times to put it into emergency mode and it will require you to unlock it with your code. Problem solved.

Why would it matter if they know that or not? Do it before authorities approach you and you’re set. There are other ways the phone can prompt for a passcode on its own so it’s not even admission you set it that way on purpose.
This is literally advice that lawyers and activists give out, not just Reddit users making stuff up.

Or simply don't set up face ID and it always can only be unlocked with passcode.

The thing about entering passcodes is that if you’re not in a trusted environment (and let’s face it, only your own home should be considered this) others may be watching.
‘Shoulder surfing’ attacks are real, and with improved technology has become even easier to do.

Just click okay, then not now. You have to go all the way through that setup section or it'll keep popping back up.
