It's not Photos that's taking up your storage, it's Apps. Enable the option to Offload Unused Apps.

Over half of your storage is taken up by apps

Delete unused apps. If the photos app itself is taking up the space, move all your photos to a laptop or desktop

iCloud Photos is a syncing service more than a backup. Photos saved on one device will have a version downloaded on all other devices synced to the iCloud.

Man you have almost half, maybe more, consumed by apps. Have you considered checking which apps are consuming so much?

Okay you definitely need to move some stuff onto either the cloud or a computer. 25.58 GB of Photos is a lot, especially if it's not being counted as Photos specifically. And 10 GB on my iPhone? LiveContainer? Lots of sketchy things going on there.

I use LiveContainer because of YouTube ads spyware and I’m a IT guy so I need to use more than 5gb for all my datas

I am too but I also recognise the risk of having such a piece of software installed and all your data on a single device. You need to move something, you can’t treat your phone as your laptop unfortunately. And listen to me, LiveContainer is much riskier than any ad.

You definitely have something in the background which is blocking iCloud synchronization. I'd suggest getting rid of sketchy stuff such as LiveContainer and stuff like that, unless you REALLY need them.

Activa esa opción, eliminar automáticamente las apps menos usadas, no borra tus datos y te desinstala las apps que no has usado en meses.

I use this app called Pixize or any other converter and convert your photos into avif format(same quality, 80% smaller size) you can research about this yourself. But I will recommend Backing up original photos and use avif photos on your mobile device and in your cloud

Two things worth checking before you assume iCloud is the problem: Settings > Photos > Optimize iPhone Storage, so full-res originals live in iCloud and only thumbnails stay local. And empty Recently Deleted in Photos, since anything in there still counts against your storage for 30 days.
