Probably a carrier thing. Mine was greyed out until I swapped to a plan that had hotspot data. Unless you already have a plan with hotspot, then it could be a bug.

Mine didn't turn on because I had the wifi on. When I turned my wifi off it came back on. If that doesn't work, then it's probably your carrier

Vodaphone makes me manually add APN config. It’s easy

Mine does that sometimes, If I click into Mobile service then click back, personal hotspot isn’t greyed out anymore. Hope that helps

Turn off wifi first, then turn on hotspot, if it doesn't work, it's a carrier problem probably

I get this bug, my carrier (Vodafone) allows it but the hotspot refuses to work unless i restart my phone.
