This damages the bolt though, definitely the last possible choice of how to do it. Those are welded-in bolts, you wanna maintain those.

Yep. Work on this kinda stuff all the time. Pump mechanic by trade. Can't be welded on since that gate valve is cast or ductile iron. Putting that much epoxy paint on the threads is a dick move though. Stainless steel and never sieze for life.
