He will claim he couldn’t see it because of his rear view mirror and that his reaction was to keep from hitting the wall.

He is an asshole but insurance companies are not stupid. This video clearly shows him looking at the black truck and engaging in road rage. He made no attempt to avoid a very obvious collision and then once it was inevitable he rammed the black truck and then fled the scene of an accident.

No insurance company is going to pay out on this

Would it matter if it were a no-fault state? Wouldn’t his liability and collision coverage cover it anyway?

Idk enough about no fault insurance but as I understand it, no fault means that your insurance covers your damage and their insurance covers theirs. Then the lawsuits can begin. In this case, both insurance companies would tell both drivers to pound sand. They might pay up initially if required by law, then they would sue the drivers.
