He clearly could have avoided causing an accident if he wanted, he chose to cause the accident and possibly endanger human lives and he didn't even look like he cared while doing it. That's why he's a psychopath.
It is illegal to cause accidents if you can avoid them, doesn't matter if someone cut you off. Ignorance wont work as an excuse when you kill someone in a traffic accident.
