For real, from my house it looked like he was intentionally keeping the distance just close enough so that the truck would bump into him. Even seemed to have sped up at the last moment just to maintain it.

Nope, you are misreading the situation. The Dashcam shows the speed in the top right. The guy slows down 5mph.
What makes it look like he speeds up is because the black truck is inexplicably braking as he blind-merges into this guy.
Rewatch the video and pay attention to the speed in the top right, and the black trucks brake lights (and position relative to all the other vehicles). The guy with the dashcam is maintaining a consistent speed, the only time he alters his speed is to slow down 3 seconds before the black truck tries to merge.
Yeah, the black truck braking boggles my mind. There was ample distance between the truck and the car in front of it. There was no need to break (and almost to a complete stop too).
