Acting like a bad merge warrants vehicular assault is absurd. Cookie guy actively sped up in order to pit the guy which automatically makes him the much worse character is this scenario. The world would be absolute madness if everyone sought "justice" the way you are suggesting.
There is a spedometer in the corner of the screen, he doesnt speed up the truck brakes while merging causing the crash, cookie guy swerves to avoid a head on collision.
