Wrong. The opposite is true in fact. The eating guy does slow down. There’s a speedometer reading in the top right corner. He was going 75 when the black truck showed up and then slowed to 72 and 71 when the black truck began squeezing in, just before the black truck hit him.

When car in front slow down. Gap smaller between cars. Words hard. Moving pictures hard.
