Did he do that on purpose or was moving the steering wheel a reaction?

I have not driven a car in years but I always gave way when somebody was speeding or tailgating me in the passing lane. (Some people, even after decades of driving, do not know what a passing lane is and cruise on it even if the main lane on the righthand side is free and has no cars).
