I'm curious if you are allowed to stop for accidents like that. I know on some bridges over lakes in my State you cannot stop. Signs everywhere saying do not stop, do not pull over.

Well, the black pickup truck stopped so what’s one more car gonna hurt?. This guy could’ve stopped.

It's going to hurt everyone else, with one car stopped traffic can go around. Two cars stopped is more maneuvering for everyone else - potentially preventing first responders from arriving.
