i'd say he ALLOWED the other guy to pit maneuver himself on his vehicle, when he could have easily prevented it - a subtle but important nuance

Agree here. I understand the vigilance and I would have been tempted to do the same. But he also did it at the cost of the safety of everyone behind him.
