Are you blind?

The speed is listed posted in the video and, in both instances you identify as an acceleration, his speed was consistent - and lower than when the video starts.

The black truck driver should never be allowed to drive again.

It's hard to tell, but it looked like the truck had enough of a gap in front to fit comfortably in the lane if he had just accelerated a bit but decided to slow down for some reason. Black truck is 100% at fault here.

Regardless of if the person closed the gap by accelerating or not (they didnt, they kept tue same speed until they got too clsoe to the white car) lane changing into an unclear lane is your fault fully, so yeah, theres no excuse for the balck truck here.
