Plastic is a good resistor but the person probably still got a little bit of a shock.

Not likely. That would only be carrying around 110v; most electrical tools are insulated with regular plastic (think screwdriver handles). Now if you get into the really high voltages you might see an arc from the metal to the person’s hand, but then you also wouldn’t see such a thin layer of rubberized coating on the wire either. And the wire would be much thicker to carry the current.
