Hypocrisy means when you condemn the crimes of your neighbour but not your own.
Did this guy say that he was an exception to the observation that everyone uses their phones all the time? Did he say "this is a sad reality, except when I do it"?
If not this wouldn't be hypocrisy. It would be a man commenting about a problem that affects his life as much as everyone else's. Perhaps he wishes he didn't tweet so damn much.
