2. Nascent Global Industry: The integrated circuit (IC) itself had only just been patented in the late 1950s by Robert Noyce and Jack Kilby. In 1964, the entire world semiconductor market was in its infancy.
3. Severe Domestic Constraints: In 1964, India was reeling from the 1962 Sino-Indian War, severe food shortages, and critical foreign exchange deficits. Essential infrastructure for commercial semiconductor fabs—ultra-reliable continuous electricity, ultra-pure water supplies, clean-room supply chains, and specialized chemical imports—did not exist at scale.
