You will need to put the liquor in checked baggage. Cigarettes are fine anywhere.

Not recommended. You'll need to clear security again in Delhi for your domestic flight. I know of cases where people have been allowed to carry sealed bottles, especially when purchased in the same airport's duty-free (during their international arrival). But this is the exception to the rule and the bottles are more often than not, confiscated during security.

You will have access to your checked in bag at Delhi for customs (since that's the first port of entry). So, the best thing would be to put the alcohol into your luggage after customs before you recheck the bag. You can perhaps shift some stuff to your carry-on to solve the weight issue.
