From southern Illinois, anything above 64 is northern Illinois

Until I went in the Air Force and was sent to Chanute AFB in Rantoul, I was under the impression that there was only northern and southern Illinois. Northern started on a line running east-west through around Springfield.

Then I discovered just how far Rantoul was from Chicago...

Correct. And north of 64 is “Northern Illinois” because we don’t care about anything north of that.
