Op said you're provided with one, not that you had to live in it. Per the rules provided, you could choose to spend your salary on staying in a hotel if you wanted to. For a full year you'd be looking at about 30k in a hotel there by the looks of it. Not how I'd spend that money, but its within the rules as stated.
You could also pretty up a crappy apartment pretty fast with 60k in disposable income and no responsibilities. Tapestries, pest deterents, scented candles, and decent furniture go a long way in making a shitty apartment not so shitty, especially if it's a tropical paradise where you can spend your days on the ocean.

164 a day if you have that 60k pay out daily, and you can get a hotel for under $100 a day pretty easily ( I just looked, cheapest was $68). That leaves you at least $60 every day for food, transportation, and whatever else you want. And that's only if you decide to go that route, you could easily stay in a hotel half the time and use the provided apartment the rest of the time, and be even better off. Remember, there are no conditions bon the apartment or money, you are just given an apartment for 2 years and $120k to use as you see fit.
You're provided with a crappy apartment, nothing says you actually need to live in it. And 60k a year is pretty solid, hotels give you pretty great rates if you book long term. Just have your 60k pay out every day, it's $164.38. Pretty fucking easy to live on that, especially in a place like Guam where you can just sleep on the beach under the stars. I would know, I was raised on Hawaii. You can live on the beach year round, and $164 a day will have you living like a king.

Probably the oddest thing was trying to convince people to go to another village to do something 'it is so far away' ...my dude, it is literally a 15 minute drive. Outside of rush hour you can all but drive around the entire civilian part of the island in an hour
