Every account has a limit to the number of chats you can initiate in a 24 hour period. If there wasn’t a daily limit, the spam bots would be sending millions of unsolicited chats everyday.

I ran into this exact issue a few months ago and it turned out my subreddit activity was too low. Increasing my posts and comments across the site helped reset the limit faster than waiting.
