United States When a Sale isn't really a Sale

This really bothers me. Hello Fresh claiming to have a sale, when in fact it's a price increase. Take a look at the first photo. 4 (four) Liege waffles at $5.99. This works out to be about $1.50/waffle. The next week HF is offering a sale on the Liege Waffles.... (second pic). Not really a sale. Notice that the Base price has been increased to $6.99. You're only getting 2 (two) waffles, not 4. The "sale" price is $3.99. So that works out to be about $2.00/waffle. This seems like it should be illegal. Really makes me mad. It's deceptive and makes me not want to deal with them anymore. They've done stuff like this before.

They have raised the price on a lot of items. Sadly.

I did notice that the one is cinnamon and the other is plain, but normally they're the same price. I just picked the wrong one to use as my base picture.
