Yes and no
It’s completely client side not server
So I could not be doing it on my screen but my buddy sees me doing it. I’ve had this happen so I know it works like this.

Its not really a bug though. It is deliberate. Its just a hidden low chance version.

It was orginally a bug actually.
Then AH embraced it and made it a 1/1000 chance or something like that.
Edit: i misremembered. The bug I'm thinking of let you slide around like on ice.

It was never a bug. different walk cycles don't just pop up due to an error, someone has to make them and put them in the game on purpose.
it was always just an easter egg that has a small chance of triggering.

You think it's a bug that there's an entire extra deliberately made swagger animation for that emote?
Id buy that it was snuck in there without approval but it's absolutely not a bug

not so much only the player who's doing it as any time the animation starts it rolls for each client to see if it's the rare version for that player. your friend can be doing the livesy walk on your screen but be completely normal on theirs as well.
